After over a year, we will host our first fully in-person Quarterly Membership Luncheon featuring City Manager, Monica Irelan and Chief of Police, Charles Chandler. Join us for a socially distanced luncheon event that will provide you networking opportunities and answers to all things Westerville.

Monica was born and raised in Wauseon, Ohio. She moved to Detroit, Michigan for her college education. While studying for her master’s degree in public administration at Wayne State University, Monica worked as an administrative intern at the City of Troy. Upon graduation, she took the position of Executive Director of the Downtown Development Authority in Imlay City, Michigan. After a couple years, she was asked to return by the City of Troy to fill the role of Assistant to the City Manager/Coordinator of Continuous Improvement. In this position, Monica worked to implement the right-sizing plan she produced as an intern. After moving back to Ohio, Monica served as City Manager of Napoleon, OH for three years, and City Manager of Painesville, OH for four years after that. Both Napoleon and Painesville are public power communities, so Monica comes to Westerville with seven years of experience in municipal electric systems. She also brings seven years of water, sewer, storm sewer, and Public Safety Director experience.
In May 2016, Monica was awarded the Early Career Leadership Award in Memory of William H. Hansell, Jr. from the International City/ County Manager Association. In August 2018, she was one of the community leaders chosen for the “Ones to Watch” in the Cleveland Magazine. In March 2019 Monica was awarded the Outstanding Leader in Revitalization from Heritage Ohio for work in historic preservation and its positive impact for Painesville. Monica is happily married to her best friend, Steven Dupee, who is the Village Manager in Wellington, Ohio. Monica has two wonderful step-daughters, Hanna and Jessica, and a baby boy, Noah. The family has a rescue puppy, Buster.

Charles “Cappy” Chandler began his career in law enforcement with The Village of Mt Gilead in 1994 where he was promoted to sergeant in 1996. He then accepted a position at the City of Marion in 1997 where he remained until 2001, when he came to the City of Westerville. In his career at Westerville, he served as a detective, a task force officer assigned to the US Drug Enforcement Administration, the commander of the Delaware County Crisis Negotiations Unit. Chief Chandler was promoted to corporal in 2005 and rose through the ranks reaching Chief of Police in 2019. Chief Chandler is a veteran of the U.S. Army Reserve, and holds a Bachelors and Master’s degree in Criminal Justice Administration from Columbia Southern University. Among numerous honors in his law enforcement career, Chandler has been named Officer of the Year and received the WPD Medal of Honor and Gallantry Star. He is also an adjunct faculty member at Columbus State Community College instructing in Ohio’s Basic Peace Officer Academy Program. Chief Chandler is the 2nd Vice President of the Ohio Association Chiefs of Police, and immediate past President of the Franklin County Chiefs Association. He also sits on the Education Committee of the Ohio Association Chiefs of Police. In 2018, he was appointed by Governor John Kasich to serve on the Ohio Criminal Sentencing Commission and was reappointed in 2020 by Governor Mike DeWine.
